Technical Summary Navistar, Inc. (Navistar) is recalling certain 2019-2020 International MV and HV, 2018-2020 Workstar, and 2018-2019 Durastar vehicles equipped with feature codes 12VXT and 12VXU. With the parking brake applied and the automatic transmission in the 'Drive' or 'Reverse' position, when the stationary PTO switch is engaged by the operator, the engine RPM will ramp up and may overcome the parking brake's ability to hold the vehicle.

(Navistar) is recalling certain 2017-2020 International DuraStar and WorkStar, 2018-2020 IC Bus CECB, International HV and MV, 2018-2019 IC Bus 1300 FBC and HCCB, and 2019-2020 IC Bus TCCB vehicles equipped with Cummins B6.7 diesel engines with fuel module option number FS90301 or FS90453. The electric fuel heater within the fuel module may overheat and cause plastic in the fuel heater to melt and potentially catch fire. It may also lead to engine stalling.

The vehicles were built with a non-Quick Release Modulator Valve (NQRMV) instead of a Quick Release Modulator Valve (QRMV), which may affect the brake release time. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 121, "Air Brake Systems.

When the parking brake is applied and the automatic transmission is still in the drive or reverse position and the stationary PTO switch is engaged by the operator, the engine may rev and overcome the parking brake's ability to keep the vehicle from moving.
